  1. voltage means the amount of electrical energy there is.

  2. In electrical engineering and physics there are expressed by (V).
  3. so I can say that there are 200V in these circuit. Or 200 voltage of electricity run thought the circuit or copper board as most people call them.

How the voltage arrester works?

The voltage arrester works by conducting when there is enough voltage to turn it on. Often, an arrester on a primary distribution circuit has a spark gap to ground, so that lightning strikes are limited in voltage, protecting the circuit. Other types of arresters, such as MOV's, can be used in surge protectors.

Does zener diode works after breakdown voltage?

Yes. The intended use of a zener diode is to be reverse biased at the breakdown voltage. In this mode, the zener has high slope in the current to voltage curve, making it a good choice for voltage regulation.
