A water spray may be used to help slow the speed of a lava flow as it will cause cooling of the lava front increasing it's viscosity and so reducing it's flow rate. However a LOT of water would be required.

∙ 9y agoThe way water assists in forming a volcano is very simple. Water lowers the melting temperature of rocks. It is typically brought down the sub-ducting slab in it's formation mission.
