first you must beat darkrai. then after that, you have to wait a couple of days, then manaphy shows up and says she discovers marine resort. Afterwards, when you go to treasure town, the ursaring bros will pop up and say that you should try to evolve again because the spring has changed and all that jazz. You should be able to evolve now.
