Interoperability simply refers to the ability of personnel to communicate with staff from other agencies and organizations across different networks and devices. Communications interoperability focuses initially on solving the radio interoperability issue between different organizations or agencies which are often hampered by competing and conflicting business interests, organizational dynamics, public safety needs, the regulatory environment, and funding limitations.
