To go out of town, you must have the World Adventures expansion. Once you have it, click on your cell phone (which you can find by clicking on your Sim or on the side of your inventory) and hit the option 'Travel'. There you can set up where you want to travel (To France, Egypt, or China) and how many days you want to be there. Once you set that up, your Sim will leave the minute you finish and you can travel to another place for a while.
