For the same reason ghr doesn't make the sound like a fr even though in 'rough' it is pronounced like an F: The wonderful English language is full of exceptions.

Sometimes it does sound like an sh, as in the word chamois (pronounced sham'-ee). It also sounds like k, as in mach and charisma.
