Gasses are trapped in the magma of cinder cones. As the magma approaches the surface and pressure decreases, the gasses form rapidly expanding bubbles that cause the material to erupt explosively.

it explodes yes, but it also spews out ash and molten rock. Molten rock is also called lava (when it comes out of the volcano) and Magma (when it is still inside the volcano

No. Often when a cinder cone is near the end of activity it will erupt effusively, oozing out lava flows.
