The CPU is not part of the motherboard but it is placed on the motherboard. The CPU is squared and about a quarter inch square in size. It is placed in the CPU socket. There could be a smaller fan located in the middle section of your motherboard but that is your Northbridge chipset. It’s also possible someone has plugged in a case fan into your CPU fan header (the power plug for your CPU fan) so be sure to check your case fans as well.

You can either purchase a quieter fan and install that, or not use applications that require a lot of the CPU. clean it! if the fan is not working efficiently it will not cool the CPU. clean it - take the side panel off and remove any debris, dust etc clean it - run scan disk, run defrag, run a program to clean up the registry remove any programs you are not using or save them to CD. run defrag again. your PC will run more efficiently and the fan will not have to work so hard. john
Make sure the CPU fan is functioning properly and that the case fan is also operational. If your CPU doesn't have a fan, purchase and install a heat sink and fan that will fit your CPU.

Neither, The CPU is the Central Processing Unit, it only processes information and bits of data the computer sends thru it. The motherboard supplies power to the case fan AND the CPU fan, which is supplied power from the PSU (power supply unit)
