An anemometer is used to measure wind speed. A Pitot Tube is used to infer speed in an aeroplane,. A speedometer in an ordinary car, and a microwave or laser radar in a Police car.
A laser speed gun emits a pulse of light towards a moving vehicle. By measuring the time it takes for the light to hit the vehicle and bounce back, the speed gun can calculate the speed of the car based on the change in distance over time.
The speed gun sends a quick series of laser pulses out, pointed at the vehicle you want to check. The pulses reflect back to a receiver. Knowing the speed of light, a computer measures how far away the car is. The distance the car moves between pulses is compared to the time it took to move (all done by a computer chip). Knowing time/distance equals speed.
speed = distance divided by time
you figure out the speed of the car by taking the time it was taking to get to you and the estimated distance that car was away from you.

The speedometer in a car does not measure the car's velocity because velocity is an (A) vector quantity and has a direction associated with it (B) vector quantity and does not have a direction associated with it.
Odos measure distance travelled, speedos measure speed at that moment.
