The no no is supposed to completely remove the hair but there are reviews that have many complaints. Most of the reviews say that it just cuts it down to stubble but doesn't completely remove the hair.
Perms are chemical. A perm can not be cleaned out of the hair. A perm can only be removed by other chemicals, or time will wear a perm out. If you choose to remove your perm with chemical perm remover, you take a big risk of the added chemicals doing damage to your hair and scalp.
i would personally say after because if you cut it before, then when you perm it then the style may take on a different look than you wanted with the original cut

Nothing. There is no product that can was out a relaxer because it is a chemical that is meant to permanently straighten your hair, hence why it is called a Perm. The only way to get rid of a perm is to cut it out.

Sadly, there really is no way to get a bad perm corrected. The best you can do is wash it as much as possible to try to get it to relax more. But likely, you will just have to cut the hair short.

If the damage is just on the ends get it cut off. If the rest of the hair is okay then you should be able to do it. Do a test first just to be on the safe side. Weave hair out of a section on the back of the head, cut it off and use it to do a test perm, if it turns out okay then you can go ahead.
