Some but not all brushless motors are waterproof. To make sure that your motor is waterproof I suggest you either contact the maker or go the their website to check.

if you get it from a hobby store it should go from like between 15 to around 20 mph on a stock motor if you get a brushless motor it can go at least 30 mph or faster
A brushed motor is an electric motor, and as such it needs a battery. Bigger batteries generally go faster. In addition to the size of the battery, the size of the engine also controls the top speed, again following the rule of bigger is generally better. However, brushed motors are higher mantinance than their brushless cousins.
19 to 20 mph stock. Around 55 or so brushless. At least the one's at the track i attend do.
