A jon boat is a flat bottomed fishing boat. It is made of wood or aluminium. They may have up to three bench seats for passengers. They are usually 6.1 by 4.1 meters in size. They are not built for speed, they are designed to be slow.
I'm no expert, but it would have to do with the boat design it is on; the payload; and even which 9.8 (year wise) you had. I have a 9.8 on a 12' Jon boat and I'd say my top speed on smooth water on average is about 15-20 mph.
You can put it on to put around a lake, but it is undersized. It won't go fast trolling speed, <5mph. With more than 1 person plus gear it will probably be like rowing. I wouldn't use it in a river, as it doesn't have enough power to keep you in control of the boat in fast currents. The recommended motor size is 8-9.9hp for 10-14ft jon boats, it will allow 15-22mph .
It is a flat bottom boat, usually with a low gunwale. Thus meaning it has little freeboard. Jon boats are used mainly for water fowl hunting and running about in swampy waters.

not sure how wide your Jon boat is but I would go with a 3.5HP or 5HP outboard no bigger
