Frequency is the number of wavelengths produced in one second.
In the simplest sense, frequency is a tally of the number of times something happens. Usually, it is scaled to a unit of time, as in, for example, the frequency of automobile accidents in the U.S. during a year.
In a more specific sense, frequency is often used to measure waveforms; for examples, light or pressure in a medium (usually--but not always--called "sound"). In this case, frequency is generally defined as the number of complete waves or cycles per second. This unit of measurement is called "Hertz," abbreviated Hz.
Note that waveforms in nature are usually combinations of many different frequencies.
The frequency of a wave is measured in Hertz.
Frequency
Frequency is usually not measured in "levels" (though the sound pressure or volume is) Frequency is measured in Hz (Hertz) or vibrations per second. Sound pressure is measured in Decibels

The frequency of sound is measured in "Hertz (Hz)".

Frequency
A sound spectrogram measures the frequency and wavelengths of sound waves. The frequency is measured in Hertz and the wavelengths are measured in meters.

hertz is what frequency waves are measured in.
There is no such thing as a "frequency above hertz". Whatever the frequency, it will always be measured in Hertz. There is no such thing as a "frequency above hertz".
