When asking how "good" something is, especially when it comes to microprocessors, it is vital that you have some point of comparison. The AMD Sempron X2 2100 was designed to be a low-end processor, and it is over a year old (as of the time of this answer), so it obviously doesn't compare well to newer and high-end processors. Its suitability also depends on what type of applications you are planning to use it for.

Assuming you're talking about the AMD Athlon II X2 250 and the X2 265, yes. They both run on Socket AM3, and are fully interchangeable. Good idea on the upgrade, but for $1 more on Newegg, you can buy the AMD Athlon II X3 440, which is a triple-core processor on the same socket. A dollar more for a whole extra processor? Sounds like a good deal!
