With regard to Ukraine it's become very much a 'Russia versus the West' issue with Ukraine as the victim and underdog. As a result the Ukrainian Government is usually pictured as 'doing its best under difficult circumstances'.
In reality however, Ukrainian politics are very much the plaything of a number of billionaire oligarchs and almost all the major Ukrainian politicians and Government members are in some way their clients, looking out for the oligarchs' interests.
Were it not for the feud with the seperatists and their Russian sponsors, the Ukrainian government would probably be generally described as pretty incompetent and corrupt.
