There is no hard and fast rule in pregnancy as to when your stomach should get hard. Typically, the stomach hardness in the second trimester, so at 13 weeks your stomach might be hard or it might not.

Im 9 weeks and my stomach feels hard as a rock - least to me - down where the baby is and if I press in on my stomach with my figer tips in the right place I can feel the lump where my baby is.

Depends on your body type and how close your uterus is to the front of your stomach. Some people's uterus sits further back, and you won't really see your baby bump for months and months (my sister in law didn't show until 7 1/2 months). I was able to feel my stomach harden down by the uterus at about 9 or 10 weeks, but everyone's different.
