How many houses and barns were in the underground railroad?

There is no possible way to tell, because the railroad was secret. Many houses began and stopped aiding slaves during the railroad times, so the number frequently changed. Hundreds of buildings, caves, ditches, backyards and basements were hiding places, and owners of the places rarely kept a record for fear of getting busted.

Who were the passengers on the underground railroad?

Many slaves! The underground railroad was a system of smuggling slaves! There were ofter signs or signals in a persons window so a slave could know the house was a safe place to hide in. The slaves mostly traveled at night and hid in the day. Once a slave got to the north they were considered free but, if their owner found them they could take them back. Also if another white man thought he was his even though he wasn't he could still take the slave because the white men were always right.

How did the Fugitive Slave Act change the final destination of the Underground Railroad?

It changed the final destination from the Northern Free States of the United States to Canada. A runaway slave was treated like stolen or escaped property, the same way that a cow that runs away is escaped property. By facilitating a slave's escape, the "stations" on the Underground Railroad, were involved in theft of property. It happens that they were defying the law for a better moral purpose, but their actions were certainly illegal. The Fugitive Slave Act compelled Northern States to actually enforce the laws on the books for returning runaway slaves to the South. By necessity, then, the Underground Railroad extended all the way to Canada where there was no slave law in practice.
