Because of today's speed (and ease) of travel. Someone catching a contagious disease in one country may have arrived in another country and start spreading the disease there before he has even discovered that something is the matter with him. Add to this the fact that today we are talking about 1.5 billion different people per year travelling by plane alone, and you see how the risk may multiply.
