The first .410 shotshells were actually shot loads for an old now-obsolete rifle caliber. This was back in the 1880s I think. Then they invented a real rolled paper shotshell with a decent load of shot, and they called it the .410 x 2"
But then in the 1920s or 1930s the standard .410 load became 2.5 chamber -length. Then later 2.75" was standard. And now 3" shells are quite common.
