Gatun Lake, and the channel called the Culebra Cut to its south, are the highest water-level points on the Panama Canal, being 26 meters (85 feet) above mean sea level. There are hilltops that reach a few hundred feet higher than the canal itself, and the Centennial Bridge, near the Pacific end, has towers that are 604 feet high.
Both use a levee system requiring water to fill to raise the boat to the height necessary for the next canal or in Panama to the level of sea water.
The main channels that cross the mountains of Panama are well above sea level. Ships are raised to reach them, then lowered back down at the other end. To dig a sea-level canal would have required the removal of an impossibly large amount of rock.

There are locks at each end of the Panama Canal that raise ships some 85 feet above sea level. The options to construct the canal were to either dig the canal down to sea level for the entire length or use locks to allow the canal height to be more in line with the natural terrain through which it passes. Although the locks are technically more complex than simply cutting a channel, they reduced the work required dramatically and caused less damage to the surrounding land.
