In all Pokemon games the highest you can legitimately get any Pokemon is 100.
I say legitimately because in the first three versions (green, red, blue) a glitch allows you to use rare candies to get them potentially as high as 255 (but if they gain another level it's back to 0, or if they gain any experience but not grow a level it's back to 100). This glitch is the only known case of Pokemon losing levels.
