well, WWI planes COULD go as high as any modern plane, but the height was somewhat cut down due to the pilot. WWI fighter planes had open cockpits, and as a result, going to high would result in the pilot fainting and crashing.

Generally American & Japanese aircraft were designed & built to have more range than European built aircraft. Normally bombers had more range than fighters. If you added external or internal fuel tanks, then you got more range. If you added bombs, ammunition, passengers, or cargo you got less range. If you flew too fast, you got less range. Each aircraft model had a specific optimal altitude & speed setting to maximize fuel efficiency and thus the range.
