It really depends on what you feel is better for you. If you have a bad back and don't like to bend over, then the stand-up vacuum is probably the way to go.
The headlights require a vacuum to operate down. If there is no vacuum they remain in the up position. You may have a vacuum leak such as a disconnected or broken vacuum line. I have also seen the vacuum reservoir can rotted out and unable to hold a vacuum.

Vacuum cleaners either come bagless or with bags. Vacuum bags have a special bag to where all the dirt and debris go into after the vacuum cleaner is done whisking it up through its head that is on the floor/carpet. There is also an option to go bagless, in which the vacuum cleaner has a detachable canister that you empty then replace.
The Rainbow vacuum series E can go for up to $2200 if bought in the home. However, they are willing to negotiate with you, and you can get a better price.

Because you have a vacuum leak in the system or your vacuum canister is leaking. When you accelerate the vacuum from the engine will drop. That will cause your system to loose vacuum and the floor/defrost door will go to its neutral position. To keep the vacuum up you have a canister that will hold vacuum. It must be air tight.
