Im pretty sure its because the large cities are mainly buildings and the parks give out new oxygen instead of all carbon dioxide which is not very good to re-inhail into our lungs. thats what i think anyway.

388 National PARKS? No. There are only 58 areas, administered by the NPS, that Congress has designated as National PARKS. The OFFICIAL number of areas administered by the National Parks Service, as of 2013, is 401; although that depends on how you count.
There are many parks in many areas with outdoor dining areas. They frequently feature picnic tables with matching benches but occasionally have individual tables with attached stools.
I do think its important to preserve land in natural parks.
