There are 1000 liters in a kiloliter, and .001 liters makes up 1 liter. So there are 1 million milliliters in one kiloliter. (A conversion factor of 1000000 mL/ 1 kL)

It can't be, unless you know the density of the substance. Kg is weight, milliliter is volume.
