Romeo certainly conveys the idea that he is not interested in fighting Tybalt. That was the point of his speech and he gets the point across. I don't know how else you could judge effectiveness.

Tybalt recognizes Romeo's voice at the Capulet's feast and is outraged that he has crashed the party. He informs Lord Capulet about Romeo's presence and insists that he should be removed from the party immediately. Lord Capulet, however, allows Romeo to stay because he does not want to cause a scene at the feast.
He's banished from Verona.
Mercutio steps in and fights Tybalt instead.
because tybalt is the one to start a fight, romeo will never pick up a sword.
Romeos best friend is Mercutio, who gets killed by Tybalt. and later, romeo kills tybalt.
Tybalt killed Mercutio(Romeos friend) because Mercutio was taunting him which resulted in a fight. However, although Tybalt hated Mercutio, he never actually intended to kill him.
Mercutio is one of Romeo's dearest friends, who is later killed by Tybalt
Tybalt thought that romeo was faking and trying to trick him. Tybalt continued to try and get romeo to fight him but romeo just could not due to the fact that Tybalt was now romeos cousin or brother because of his love to Juliet.
