In some ways, they are exactly the same. Colleges don't offer graduate degrees, and Universities do. However, the relative value of the degrees could be different depending on what you are using it for. Graduate schools, and some businesses, value degrees from certain schools more than they value degrees from other schools. A degree from Harvard, for instance, would have a higher relative value than a degree from your local community college. That is an extreme example, but similar though smaller differences exist in comparing many other institutions. The best idea is to find out what you are going to use it for first, and then get some feedback from a company or a graduate school as to what they value... we can't always plan ahead that far though. Depending on what you are going to do with the degree, there might be no distinction at all... for some people a degree is a degree, and it doesn't matter where you got it.
