well if your talking about the p.h. number then it is 8-14. those aRE ALL OF THE NUMBER BASES. a neutral is 7 which is water. acids are numbers 1-6

in a general sense to be a base there must be an increase in the concentration of OH- ions. anything that directly contributes OH- or takes up H+ ions from solution are bases.
