They are basically what you know as the led(Light Emitting Diode). They are made up of a semiconductor device which can emit light. Now before studying the mechanisms of an LED you first should know about a basic PN Junction Diode.
Now the LED emits light when a certain amount of current is passed through it. Now the color varies based on the chemical used in the diode.
The number of blinking per second and the intensity of the lights are controlled by an IC inside a small box attached to the circuit. They could be constructed by normal bulbs but what distinguishes LEDs from bulbs is that the LED has a faster and an efficient switching mechanism, it lasts longer and requires very low energy to emit light.
