In Sweden the driver of the police car is allowed to speed without the lights on BUT he or she has the obligation to clear the road ahead. The driver is also personally responsible for anything that happens.
The police arbitrarily chooses which car is considered Driver one and Driver two. You have to read the report to determine who is at fault.

any car can be a police, i mean a Bugatti Veyron could be a police car if the town or city could afford to buy it and make it legal for the police to have it. 1967 Ford Custom 428 c.i. with c-6 Transmission and 2.80 geared rearend, used by the highway patrol and some local law endorcement agencies. It was too fast then, uncapable of being clocked at the time, and nothing has been able to surpass it since, especially in the U.S.
The driver at fault is liable for the collision, regardless of the other driver's actions post-collision. The fleeing driver may later be brought up on Hit and Run or Leaving the Scene of an Accident charges, but that will not change the at fault liability.
It is currently not legal for a driver to drive around in a damaged car. If caught by a police officer, the driver can face stiff penalties including a fine or confiscation of their vehicle.
