The simple answer is that wetlands are created when water saturates the soil. Once the soil becomes saturated enough it cannot take in any more water and the water begins to build to the point that you have standing water. This doesn't mean that a pool of water in your yard after it rains is a wetland though. Wetlands have unique characteristics such as unique plant and animal life that has adapted to live in an enivronment that is sometimes dry and sometimes wet.
