An election is caused by the dissolution of Parliament (i.e., all bills that have not yet been passed are dropped, and all seats in the House of Commons become vacant). Parliament is dissolved by the Governor General, usually on the advice of the prime minister.

Once Parliament has been dissolved, the Chief Electoral Officer issues a writ of election for each of the vacant electoral districts (or "ridings") of the House of Commons. The Chief Electoral Officer also issues a writ of election for the purposes of by-elections, when ordered to do so by the Governor General (on the advice of the prime minister). By-elections must be called within 180 days of notice by the Speaker of the House of Commons that a vacancy has arisen.
