An atom has an equal amount of Electrons and Protons, but an ion is a particle with an uneven amount of Protons and Electrons. A Cation, having more Protons than Electrons and an Anion, having more Electrons than Protons.
Ions are atoms that have either given up or taken on electrons while in a solution. There is a charge to an ion depending on the number of electrons that have been exchanged. An atom has no missing or extra electrons and has no charge whether or not it's in a solution.
