To make a canoe in runescape you need a hatchet and a certain woodcutting level (The higher, the better). If you have a high wooductting level you can make a better canoe that will take you even to the wilderness. To make a canoe you need to find a canoe station, which is usually near the river that goes from lumbridge to the north of grand exchange. When you have found one, simply use the hatchet on it to cut it down, then use the hatchet on it again to shape it into a canoe which you will be able to use.
