Usually lots of rain. The volume of the water builds up and the pressure of the water can burst the levees. Since on flood plains levees can be higher than the land around it, the water persists in the area.

Also it depends on the drainage basin size, tropical cyclones, the volume and intensity of the rain, snow melt, climate change, deforestation, and whether the flood hydrograph of a river is flashy or subduded, which depends on the listed factors
