Freezing, if the ice pop hasn't got up to Oo C
When your tongue comes in contact with the cold surface of an ice pop, the heat from your tongue causes a small section of the ice to melt, creating a thin layer of liquid. This liquid quickly refreezes and essentially "glues" your tongue to the ice pop.
Because condensation is what happens when heat effects the outside of the glass the liquid is held in. I guess it does mean that eventually the liquid will get warmer.
Use a heat gun to soften the glue behind the rubber and pop it right out.
You need a glass, ice cream, and carbonated soda (pop); the flavors for each are your choice. Take a scoop or a big spoonful of ice cream and drop it into the bottom of the glass. Fill the glass with soda, the ice cream will float to the top; voila, an ice cream float. One of the most popular are vanilla ice cream in root beer called a root beer float or a brown cow.
If the dent is not too bad, such as a hail dent, we were told to have the vehicle in the sun and put an ice cube on the dent & it should pop out. Hold it on with a glove if it slides.

Upon your tongue's contact with the ice pop, the saliva on your tongue freezes, thus giving the effect that your tongue sticks to the ice pop. The same effect can be achieved by dipping your finger in water, then touching it to the ice pop.
The HEAT makes it pop.
