The hybrid drive train is able to use a lower horsepower but more efficient internal combustion engine assisted by an electric motor to provide quick acceleration response. When braking the electric motor is used as a generator to recapture some of the car's energy for use later to accelerate the car (instead of wasting all of this energy as heat as the regular car does). If the hybrid does not need the internal combustion engine it can operate entirely powered by the electric motor or even sometimes just coasting (consuming no energy at all, it is illegal to coast a regular car its internal combustion engine must always be running and it must be in gear at all times when in motion).
It depends on the type of Hybrid. A Hybrid HUMVEE for example still gets poor gas milage compared to a regular non-hybrid Honda Civic. However, a hybrid version of ANY car will be more fuel efficient than their non-hybrid types. It just depends on each individual car's ability.
