California is a large state with several mountain ranges. The mountain ranges have high enough elevations for it to snow (Mt. Whitney is the highest mountain in the lower 48 states at 14,505'). Snow levels can be as low as 2,000 - 2,500' elevation, so even cities at the base of the mountains in Southern California sometimes get snow. Because the mountain ranges cause the clouds to release their moisture (rain & snow), there is no moisture left to drop on the areas east of the mountains, creating deserts. Since southern California is in the southern part of the US, the hot temperatures make the deserts even dryer.
