The rocks can be formed during the same period because a period is such a long period (apologies for the repetition of the word) of time. The obvious case is with igneous rocks: One eruption, lava cools and solidifies, next eruption, cools, solidifies. Two distinct layers of rock from perhaps within the same decade! Else, a rock may be formed at the beginning of a period...for example: agglomerate formed from an eruption is buried deep within the Earth, is compressed and lithifies. Then it is resurfaced due to extreme erosion, perhaps now towards the end of the period. Then an eruption causes lava to cover it, forming another layer of rock. There's two hypothetical situations, however, there may be more.
