On the other hand, if a person believes that some powerful group can read his mind, and he doesn't want to wear a tinfoil hat, then it is reasonable to expect that this person would also imagine hearing what the perpetrators are saying.

It's not so much as "possible" that the person hears, but that it is reasonable to expect the person to believe he hears.
