Here in late February, 2009, the planet Mars rises just a few minutes before the Sun does. It may be possible to see Mars very low on the Eastern horizon, but you'd need to be very lucky. By mid March, it should be possible to see Mars rising earlier and earlier in the pre-dawn morning, and by mid-April Mars will rise an hour or so before the Sun.
It is not possible to see stars in the day due to the brightness of the Sun overwhelming their visibility. Stars are visible in the night sky when the Sun has set and its light does not interfere with seeing the stars.
