No, because Japan declared war on the USA on Sunday, Dec. 7, 1941 when they attacked the USA Air, Army, Marine and Naval base at Pearl Harbor, Hawaii. Since we were at war with Japan, we did not compensate the civilians bombed by us during the war. We did provide foreign aid to Japan, the nation, to rebuilt the country after the war ended, but, we did not compensate civilians killed or wounded in the war, that Japan started by attacking the USA first.
