Visible light is a form of electromagnetic radiation. Perhaps you mean why is it visible? Many believe this is due to the fact that the Sun's output is much higher at these frequencies therefore we have simply evolved to see the most useful part of the spectrum to us. Other animals such as bees can see more of the spectrum then us reaching into the ultraviolet range which is why some flowers have markings only visible in uv.
