Liquid is made with H2O// H2O is the chemical formula for water. Any substance can theoretically exist as solid, liquid or gas. If you have ice, it is solid water and if you have steam its water as a gas. The change is brought about by heating or cooling. Thus, a block of chocolate will turn to liquid chocolate if heated and back to a solid if cooled. Probably, the question had more to do about a 'solution' rather than a liquid. A solution is made when a solid or liquid dissolves in another solid or liquid. So for example, sugar dissolves in water and then you have a solution of sugar in water. Likewise salt and water. But sugar will not dissolve in oil and so you cannot make a solution of sugar in oil. The chemical processes are more compolicated, but I hope that this adds a little more information to the one line answer which was given previously
