No, she was not. Mrs Dubose would shout abuse at Jem and Scout whenever they walked past her house. This was not because she was a mean old lady. The reason was that she was trying to overcome a morphine addiction and so she is not always "herself".
In the novel, To Kill a Mockingbird, Scout and Jem see Mrs. Dubose as a wicked old heartless lady. Atticus, the children's father, does not share this view. He says that Mrs. Dubose has the most courage of any person he has ever known.
