How is my Dell dimension b 110 toolbar locked?

Your maker of the computer has nothing to do with the operating system.

Windows is windows,and it does not matter what computer its in, it does not care.

Rt click on the taskbar and choose which toolbar you want or don't want.

You can lock the taskbar or unlock it, its in the menu when you rt click on it.

But you can't lock a toolbar, only add it or remove it.
