The key to forming ozone, is to break apart an oxygen atom. In the tropopause, 215nm or more energetic UV light breaks apart an oxygen molecule. Sometimes a loose oxygen atom attaches to an oxygen molecule. Sometimes a loose oxygen atom attaches to a nitrogen molecule, and some time later, visible light will excite the oxygen "loose" and it will bond with the next oxygen atom it comes in contact with. In the troposphere, ozone is most commonly formed through the interaction between oxygen, NOx (infernal combustion products), VOCs (unburned fuel, biologically-sourced methane, etc), and purple or more energetic light from the Sun.
