Pep Spice (actually now known as Pep Pourri) contains nothing in its blend that is illegal. The ingredients are as listed below:

Damiana, Wild Lettuce, Skullcap, Motherwort, Red Clover, Marshmallow, Blue Lotus, Baybean, Pink Lotus, Dwarf Skullcap, Indian Warrior, Lion's Tail, Maconha Brava, White Lotus, Siberian Motherwart, Vanilla, & Honey.

None of these herbs are illegal. You have been able to purchase Pep Pourri for a long time if you were to break it down to its ingredients. Someone decided to package all these herbs up into a mixture to maximize the effects you get from smoking each one.

It is also listed as a "pourri" now, like the kind your mother probably puts in bowls around her house. This is a cover as far as I can tell, because you are supposed to smoke it (Pep Pourri/Spice. Please don't smoke your mother's potpourri. You will most likely get very sick if you do, possibly wind up in the hospital!).

Furthermore, there is no proof that Pep Pourri contains any synthetic THC, which is why I edited this answer. Pep Pourri will not cause you to fail a drug test, nor will you be arrested for purchasing it.
