The photocell would typically control a relay. The power to the lamp would go to one pole of the relay and the lamp to the other. The common wire and ground would go directly to the lamp. The relay would be normally open and would close when the light energy on the photocell decreased to an amount that would trigger a circuit to close the relay.
The neutral is needed for the internal sensing electronics inside of the photo cell switch.
You need two devices, a light source, such as an LED, and a photocell such as a selenium cell or cadmium sulfide cell. The output of the photocell can be amplified and connected to a switch which controls an audio oscillator to sound when the light of the LED, received by the photo cell is broken.
Courtesy lamps are the interior lamps that come on when the door is opened or the interior lamps switch is actuated on the headlight switch. These are different from "interior illumination" lamps that light up your instrument cluster when the headlights come on.

If you are referring to house wiring, then you don't normally connect lamps in series with each other; they are normally connected in parallel with each other. When lamps are connected in parallel, each lamp is subjected to the same voltage; providing this is the rated voltage of each lamp, them each will operate at their rated power.If you did connect lamps in parallel, the you would find that the lamps with the higher power ratings will be dimmer than the lamps with the lower power ratings -which is not what you might expect!
It depends on how much power the lamps require, and on how they are connected.
