It is part of the water cycle because it help water not just sit on top off a cold mountian and freeze it goes down into a puddle and evaporates

A runoff is when water flows down from the water into a water body such as an ocean. I do k=not think it has a purpose however it could be to get water of the mountain.
After runoff in the water cycle, water can either infiltrate into the ground to become groundwater or evaporate back into the atmosphere through transpiration or evaporation. This water will eventually condense in the atmosphere, leading to precipitation and starting the cycle again.
